electric utility under assumptions that are valid today, based on SCE experience. The results of these calculations clearly establish that solar thermal power plants would have significant economic value to an electric utility. This report makes no attempt to supply definitive projections regarding the future economic viability of solar power. Economic viability is subject to both the success of efforts to achieve cost goals and the way in which these goals may be affected by changing conditions and unforeseen constraints. The sensitivity of calculated solar breakeven costs to financial and other assumptions is explored in Volume II of this report.
