authorized by the United States-Spanish Joint Committee for Scientific and Technical Cooperation. United States representation on the Joint Committee is under the Assistant Secretary for Oceans and International Environmental and Scientific Affairs of the Department of State. The Department of State has requested the Department of Energy to provide management and oversight for all of the solar-related projects, and the Department of Energy (DOE) has assigned this responsibility to the International Division of the Solar Energy Research Institute (SERI).
