institutional uncertainties. A new generation of privately financed power plants energized by the sun is routinely producing electricity for Southern California Edison Co. and San Diego Gas and Electric Co. These were built in the last few years as commercial ventures, drawing on the extensive solar thermal technology base whose development has been supported by the federally-funded U.S. Solar Thermal Program launched in the mid-1970s. At the end of 1986 the installed solar thermal electric capacity in Southern California was 56 MWe; by 1992 it will be ten times greater .
