their attributes to be used, and on the application--rather than the theory--of the decision analysis methodology. The decision analysis methodology uses the Keeney formulation of the multiattribute utility equation. Several assumptions are introduced to simplify the procedures for interviewing representatives of organizations and segments of society which have an interest or responsibility with respect to electrical power systems. Graphical material to be used in the interviews are presented and their use is explained.
