The decision of whether to cogenerate involves several considerations, including technical, economic, environmental, legal, and regulatory issues. Each of these issues is addressed separately in this handbook. In addition, a chapter is included on preparing a three-phase work statement, which is needed to guide the design of a cogeneration system. Experience has shown that a well-defined work statement can be the key to a rapid and cost-effective design effort.

handbook is intended to provide an understanding of the potential of several standardized cogeneration systems, as well as their limitations. However, because the decision to cogenerate is very site specific, the handbook cannot provide all of the answers. It does at- tempt, however, to bring to light the major issues that should be addressed in the decision-making process.The decision of whether to cogenerate involves several considerations, including technical, economic, environmental, legal, and regulatory issues.
