This book was written by a British goverment advisor of the 1960's who dealt in nuclear arms policy and limitation. This volume was written when the UK was deciding wether or not to replace Polaris with Trident. The author was strongly against arguing that Europe should arm conventionally to fight World War 3. He describes USA and UK choices on nuclear arms policy from the end of World War 2 upto 1980 arguing that they were often driven by internal political considerations and interservice rivalries.
