The film is set somewhere between episode 17 and 18 of season 2. It does however give the viewer plot information they otherwise would not have until after the finale of season 3. It can therefore be viewed either chronologically as episode 2x17b with skewing the viewer's understanding of the third season, or in production order as 4x00 as a spoiler-free flashback to late season 2.
The DVD includes the "Razor Flashbacks" as deleted scenes, as well as incorporated into the extended cut (excepting only episodes 1, 2 and 7, which has to be viewed independently).
