The final half of a two-part story, started in the previous issue. The mystery of Scarface's new Ventriloquist, "Sugar", who has been recurring throughout Dini's run, is finally revealed, including her engagement to Bruce Wayne's late friend Matthew Atkins from Detective Comics #821 "Beautiful People" and #828 "Sharkbite".

This issue retcons new information into "Face the Face" and the death of Arnold Wesker.

A satisfying conclusion to a two-parter. It did seem a bit rushed, though - villain's origin story and defeat all within a few pages.
