This is an interesting take on supplemental warps on a rigid heddle loom.
I didn't find the directions particularly clear. Nor was I impressed by the projects. The author always uses the same yarns, the same set, the same weave. If you really want to be creative, you will have to experiment a bit.
Also, of course, this US book doesn't give metric equivalents.
