Rather dull story. The setting is mildly interesting, but most of the who/what/why is skipped - how are the emigrants treated? Is the Terran attitude justified, or making excuses? For an anthropologist, the protagonist sure doesn't seem to have spent much time thinking about her own culture. And

the story finally began to be interesting with the last sentence...and stopped. Not a winner, for me. She's a good writer - the events are vividly described, though the characters are a little vague (stereotypes, in the good sense - archetypes?) but I just don't enjoy her subjects/concepts.
