It's called All Out War, part 1, so there's no expectation that this would be all about war and that the war will not end. Still, I'm reading at this point just to tread water until the Negan story is completed and they move on to something else. Hopefully, at that point the story will show

Any appearance of Rick's group in Alexandria being submissive to Negan and The Saviors disappears. With each side ambushing the other, taking hostages and destroying their homes, full scale attacks are planned.
