Exactly what it says and a bit more. Divided into three parts this starts with Getting Started which has all the basic skills and then moves into Finishing techniques - the bulk of the book and then Projects which starts with a basic pattern and then shows ways in which it can be modified. The

illustrations are straightforward and clear and often use a contrast yarn to highlight techniques.

I found this one so useful that I suggested that the libraries invest in a copy and I still regularly reference it. It's clear and concise and while not as comprehensive as some others of it's type would be suitable for a beginner/intermediate knitter starting to stretch their wings. The suggestions for fixing errors would be also good for beginners. Advanced knitters might find this one a little simple but as a quick reference it's clear and well-indexed.
